Description

Request to authorize the City Manager, or his designee, to execute Amendment 1 to Contract 141497 with Felix Construction Company (Coolidge, Ariz.) to increase the contract value by $21,586 and to extend the term of the contract to provide continued Construction Manager at Risk (CMAR) design phase services in support of the Steel Tank Rehabilitation Program. Further request authorization for the City Controller to disburse all funds related to this item.

Summary

The Steel Tank Rehabilitation Program is designed to assess, rehabilitate, and prevent deterioration of 43 steel tanks located throughout the City that serve as potable water storage or pressure surge protection facilities within the City's water production and distribution system. The program completed assessment inspections of the steel tanks and prioritized their conditions into three categories: near-term, mid-term, and monitor. This contract is for design and rehabilitation of three mid-term priority steel tanks. Felix Construction Company will provide design phase CMAR services, which include project scheduling and phasing, construction document review, developing construction management plans, and cost estimation for the three steel tank sites. 

 

Procurement Information

Felix Construction Company was chosen for this project using a qualifications-based selection process according to Section 34-603 of the Arizona Revised Statutes. The City entered into CMAR Design Phase Services Contract 141497 with Felix Construction Company on Oct. 27, 2015. 

 

Contract Term

The term of this amendment is for one year. Contract work scope identified and incorporated into the contract prior to the end of the contract may be agreed to by the parties, and work may extend past the termination for work in progress. No additional contract work scope changes may be executed after the end of the contract term.

 

Financial Impact

The initial contract value was established at a not-to-exceed amount of $24,286. The contract capacity shall be increased by $21,586 for a new contract value of $45,872 for rehabilitation of the three steel tanks. Funding is available in Water Services Department's Capital Improvement Program budget using the Water Revenue Fund. Contract payments may be made up to contract limits for all rendered contract services, which may extend past the contract termination.

The City Council approved Steel Tank Rehabilitation Program CMAR services Contract 141497 on Sept. 30, 2015.
