Description
Request to authorize the City Manager, or the City Manager's designee, to enter into an Intergovernmental Agreement (IGA) with the Phoenix Union High School District (PUHSD) to administer a Youth Outreach Program. Further request to authorize the City Controller to disburse all funds related to this item. The aggregate value will not exceed $180,000 over the life of the IGA, which includes an initial five-year term and the option to extend for an additional five-year term.

Summary
The Office of Accountability and Transparency (OAT) was established in 2021 to perform independent civilian oversight of the Phoenix Police Department (Department). OAT reviews Department administrative investigations of critical incidents involving sworn personnel and provides community members with a way to freely communicate complaints, commendations, and concerns about officers and the Department without fear of retaliation. In addition to this primary function, Phoenix City Code (P.C.C.) § 20-1(C) requires OAT to administer a youth outreach program.
The Youth Outreach Program (Program) is designed to educate, equip and empower high school students with respect to interactions with law enforcement, civic responsibility and community advocacy. The IGA will allow the Program to be administered at schools in the PUHSD beginning with South Mountain High School in fall 2026, adding Maryvale High School in spring 2027 and additional schools as agreed upon by PUHSD and OAT. The IGA will include use of their school sites to administer the Program, responsibilities for each party and program information. Additionally, a stipend will be paid to the designated teacher at each participating school who serves as the program sponsor and assists the City with administration of the Program in recognition for their time and commitment.
Contract Term
The term for the agreement will be for five years from the Effective Date, with one option to extend for an additional five years.
Financial Impact
The aggregate value of this IGA, including the additional five-year option to extend, is estimated at $180,000 to support sponsor teacher stipends. Funding is available in the Office of Accountability and Transparency's operating budget.
