Description
Request to authorize the City Manager, or his designee, to extend agreements for FY 2023 Homeland Security Grant Program funds. Further request authorization for the City Treasurer to accept, and for the City Controller to disburse, all funds related to this item. The agreements were previously approved for up to $5,250,000 from the Federal Fiscal Year (FFY) 2023 Department of Homeland Security Grant Program and include funds from the Urban Area Security Initiative (UASI) and the State Homeland Security Grant Program (SHSGP) through the Arizona Department of Homeland Security (AZDoHS). The term of the agreements, which began on September 1, 2023, and ended on August 31, 2026, will be extended to September 30, 2027.

Summary
In April 2023, the Council approved entering into grant agreements to accept awards of FFY 2023 Department of Homeland Security grant funds. The US Department of Homeland Security distributes Homeland Security Grant funds to enhance regional authorities' ability to prepare for, prevent, and respond to terrorist attacks and other disasters.
UASI and SHSGP grant funds are used by the Police and Fire Departments to purchase equipment and vehicles, conduct training and exercises, assess critical infrastructure sites, and implement target-hardening measures to protect critical infrastructure. Programs funded under the Homeland Security Grant Program include the Threat Liaison Officer program, Community Emergency Response Teams, Rapid Response Task Force, and the Metropolitan Medical Response System.
AZDoHS has requested and received a federal extension to the original grant period of performance to the Phoenix Fire and Police Departments to complete program objectives and expend all awarded federal funds. Other than the extension of the term, the grant's terms and conditions remain unchanged from the time AZDoHS applied for and accepted the grant funds.
Contract Term
The term of the grant agreements, which began on September 1, 2023, and will end on August 31, 2026, will be extended through September 30, 2027.
Financial Impact
No matching funds are required. Grant funds will be managed through the Fire Department and the Police Department.
