Description

Request to authorize the City Manager or his designee to enter into a license agreement with Secretary of the Air Force for the operation and maintenance of a trunked radio network for public safety communication purposes at Luke Air Force Base.

 

Further request the City Council to grant an exception pursuant to Phoenix City Code section 42-18 to authorize inclusion of indemnification and assumption of liability provisions in the agreement that would otherwise be prohibited.

Summary

In May 2020, the City of Phoenix entered into a no-cost license agreement with a five-year term for the installation and operation of a trunked radio network to be used by the Regional Wireless Cooperative to provide inter-operability and compatible radio capabilities for emergency communications. This allowed Luke Air Force Base to respond to off-site emergencies and local municipalities to respond to on-base emergencies.

 

The original license has reached its maximum end date, and the Information Technology Services Department is now requesting to enter into a second no-cost license agreement for the maintenance and operation of the network for a five-year period beginning on or about August 26, 2026.

 

Contract Term

The contract term is five years, beginning on or about August 26, 2026.

 

Financial Impact

This is a no-cost license.

License Agreement 151990, authorized by Ordinance S-46361, was adopted February 19, 2020.
