Description
Request to authorize the City Manager, or his designee, to enter into a contract with Western Environmental Equipment Co., to provide S::CAN monitoring equipment, parts, and service for the Water Services Department. Further request to authorize the City Controller to disburse all funds related to this item. The total value of the contracts will not exceed $165,000.

Summary
The purpose of this agreement is to provide commodities and services necessary to maintain, repair, replace, and support the City’s S::CAN monitoring equipment, including the purchase of additional modular stations and sensors to the Water Service Department for the purpose of testing the wastewater coming into to the City of Phoenix treatment plants. The City’s prior use of S::CAN instruments at the aeration basins and influent flow has demonstrated their value in reducing manpower for grab sampling and providing COD and fingerprinting data that help identify influent substances affecting treatment processes. No competitive responses were available from other suppliers, and no alternative products were found to meet the technical and compatibility requirements of the existing systems.
Procurement Information
In accordance with AR 3.10, standard competition was waived as a result of an approved Determination Memo based on the following reason: Special Circumstances Without Competition - Western Environmental Equipment Co. is the sole authorized distributor of S::CAN instruments and parts.
Contract Term
The contract will begin on or about September 1, 2026, for a five-year term with no options to extend.
Financial Impact
The aggregate contract value will not exceed $165,000 for the five-year aggregate term. Funding is available in the Water Services Department Operating budget.
