Request to authorize the City Manager, or the City Manager's designee, to enter into a contract with Enviro-Services & Constructors, Inc. dba RRT Design & Construction to provide Materials Recovery Facility maintenance and inspection program services for the Public Works Department. Further request to authorize the City Controller to disburse all funds related to this item. The total value of the contract will not exceed $900,000.

Summary
This contract will provide comprehensive annual inspections of the 27th Avenue Materials Recovery Facility (MRF) and the North Gateway Materials Recovery Facility (MRF) to evaluate the condition and performance of recycling and processing equipment. The inspections will assess whether equipment has received routine and scheduled maintenance in accordance with manufacturer recommendations and contractual requirements. Additionally, the inspections will identify equipment condition, operational reliability, and the facility’s ability to meet current and future commodity market standards.

A Request for Proposals was conducted in accordance with City of Phoenix Administrative Regulation 3.10. One proposal was received and determined to be responsive and responsible.
An evaluation committee comprised of City staff and subject matter experts evaluated the proposal based on the following criteria, with a maximum possible score of 1,000 points:

Following evaluation and consensus, the committee recommends award to the following vendor:
Enviro-Services & Constructors, Inc. dba RRT Design & Construction - 895.9 points
Contract Term
The contract term will begin on or about January 1, 2027, and continue for three years, with two one-year options to further extend the term, exercisable at the sole discretion of the City.
Financial Impact
The aggregate contract value will not exceed $900,000.
Funding is available in the Public Works Department budget.
