Description

Request to authorize the City Manager, or his designee, to execute an amendment to Contract 143769 (Contract) with Saab Sensis Corporation to extend the term of the Contract. Further request to authorize the City Controller to disburse all funds related to this item. The additional expenditures will not exceed $775,000. Further request to authorize the City Manager, or his designee, to continue using Ordinances S-42820, S-44526, and S-47764.

Summary

The Contract provided the City of Phoenix Aviation Department with the initial purchase and implementation of the Event Management System (EMS) and continues to provide maintenance and technical support. The EMS provides situational awareness of airport environment events by providing real time management and dispatch response to every type of incident, both emergency and non-emergency, at the airport. In addition to serving as a historical documentation database of all past incidents, the EMS also provides all data and response procedures that staff, both dispatch and field personnel, need to properly respond to emergencies and irregular events. Losing access to the EMS means loss of ongoing situational awareness during day-to-day operations at Phoenix Sky Harbor International Airport.

 

An amendment is necessary to continue the maintenance and technical support of the EMS. The current contractor, Saab Sensis Corporation, is the only party authorized to maintain and support the EMS.

 

This item has been reviewed and approved by the Information Technology Services Department.

 

Contract Term

Upon approval, the Contract will be extended through Aug. 31, 2031.

 

Financial Impact

Upon approval of not more than $775,000 in additional funds, the revised aggregate Contract value will be up to $3,594,525. Funds are available in the Aviation Department’s operating budget.

• Amendment to Event Management System Contract 143769 (Ordinance S-44526) on May 2, 2018.
