Description

Request to authorize the City Manager, or his designee, to enter into an agreement with MRT Design, LLC, to provide Architectural Services that include design and construction administration and inspection (CA&I) services for the Hotel Electric project under the Neighborhood Services Department's Commercial Rehabilitation and Operation Patch and Paint programs. Further request to authorize execution of amendments to the agreement as necessary within the Council-approved expenditure authority as provided below, and for the City Controller to disburse all funds related to this item. The fee for services will not exceed $150,000.

 

Additionally, request to authorize the City Manager, or his designee, to take all action deemed necessary to execute all utilities-related design and construction agreements, licenses, permits, and requests for utility services related to the development, design and construction of the project and to include disbursement of funds. Utility services include, but are not limited to: electrical, water, sewer, natural gas, telecommunication, cable television, railroads and other modes of transportation. This authorization excludes any transaction involving an interest in real property.

Summary

The Neighborhood Services Department administers the Commercial Rehabilitation and Operation Patch and Paint programs, which fund rehabilitation and improvement projects for commercial buildings along targeted business corridors, to ensure the long-term sustainability of communities and neighborhood structures. The goal of the Hotel Electric project is to update the facade and rehabilitate the exterior of the Strayer Electric commercial property, currently known as Hotel Electric. MRT Design, LLC's services include, but are not limited to: providing final design plans for construction permits; preparing, advertising and releasing requests for bids for construction; providing construction administration and on-site inspections during construction; and coordinating with the City as needed for completion of the rehabilitation of the project.

 

Procurement Information

MRT Design, LLC was chosen for this project using a Direct Select process according to section 34-104 of the Arizona Revised Statutes (A.R.S.). The project was initiated under the Architectural On-Call in 2017 for MRT Design, LLC to complete conceptual design. The project was put on hold until the property owner and tenant completed lease negotiations.

 

Contract Term

The term of the agreement is two years from the issuance of the Notice to Proceed. Work scope identified and incorporated into the agreement prior to the end of the term may be agreed to by the parties, and work may extend past the termination of the agreement. No additional changes may be executed after the end of the term.

 

Financial Impact

The agreement value for MRT Design, LLC will not exceed $150,000, including all subconsultant and reimbursable costs.

 

Funding is available in the Neighborhood Services Department's Community Development Block Grant (CDBG) budget. The Budget and Research Department will separately review and approve funding availability prior to execution of any amendments. Payments may be made up to agreement limits for all rendered agreement services, which may extend past the agreement termination.

 

Concurrence/Previous Council Action

The City Council approved:

  • The 2015-2020 Consolidated Plan and Annual Action Plan for the disbursement of CDBG funding (Ordinance S-41711) on May 13, 2015; and
  • Citywide Architectural On-Call Agreement (Ordinance S-42128) on Nov. 18, 2015.
