Parking Services for Public Transit Department Building (Ordinance S-53045) - District 7

 

Description

Request to authorize the City Manager, or his designee, to enter into an agreement with ACE Parking III, LLC to provide parking management services for the Public Transit Department. Further request to authorize the City Controller to disburse all funds related to this item. The total value of this agreement will not exceed $400,000 over two years.

Summary

The Public Transit Department (PTD) building, located at 302 North 1st Avenue in downtown Phoenix, includes underground parking that serves employees, tenants, and the general public. ACE Parking III, LLC, currently provides parking services through the building’s property management company. This request is for PTD to contract directly with ACE Parking to continue parking services, including on-site parking operations, customer service and tenant support, validations processing, revenue collection and reconciliation, equipment oversight, access control monitoring, and coordination with City staff regarding all parking activities.

 

Procurement Information

In accordance with Administrative Regulation 3.10, standard competition was waived as a result of an approved Determination Memo based on the following reason: Special Circumstances Without Competition. This contract will allow current revenue-generating parking operations to continue in the event the department’s third-party property management company no longer provides services and allows time for the department to issue a new procurement as necessary.

 

Contract Term

The agreement will begin on or about July 1, 2026, for a period of two years.

 

Financial Impact

The contract value will not exceed $400,000. Funding is available in the Public Transit Department’s budget.
