Request to authorize the City Manager, or the City Manager's designee, to execute a contract with Smarte Carte, Inc. (Smarte Carte) to provide luggage cart rental services for the Aviation Department. Further request to authorize the City Controller to disburse all funds related to this item. The total value of the contract will not exceed $1,710,000.

Summary
Luggage cart rental services provide passengers at Phoenix Sky Harbor International Airport (PHX) with the option to rent luggage carts. This is an essential amenity for the traveling public at PHX. It offers customers convenience in navigating to and from their destination. This service is provided at all terminals, parking locations, Phoenix Sky Train stations, the Phoenix Rental Car Center, and the Federal Inspection Station.
Under the contract, Smarte Carte will manage and operate the luggage cart rental services at PHX, including providing practical, economical, and user-friendly luggage carts for rental at a reasonable price to its customers.
Procurement Information
According to Administrative Regulation 3.10, standard competition was waived as a result of an approved Determination Memo based on the following reason: Special Circumstances Without Competition. Benchmarking and survey efforts with peer airports identified Smarte Carte as the only provider in the luggage cart rental service industry. PHX has maintained a contractual relationship with Smarte Carte since 2016. Smarte Carte offers reasonable rental rates to customers and consistently meets operational expectations.
Contract Term
The five-year term of the contract will begin on or about November 1, 2026. There are no options to extend the term.
Financial Impact
The aggregate contract value will not exceed $1,710,000 over the five-year term.
Funding is available in the Aviation Department's operating budget.
