Authorization to Request a Carry Over of Head Start Birth to Five Grant Funds
Description
This report requests the Land Use and Livability Subcommittee, which serves as the Head Start Birth to Five Governing Board, to authorize the Human Services Department to (a) submit a Head Start Birth to Five and Early Head Start Child Care Partnership carry over request in an amount up to $1,915,797.75 from the U.S. Department of Health and Human Services (DHHS) from Fiscal Year 2019-2020 into Fiscal Year 2020-2021, and (b) amend contracts to move one time monies to the Education Service Providers and Child Care Partnerships for necessary health and safety items. No General Funds will be needed.

Summary
The Head Start Birth to Five program has unexpended funds from Fiscal Year 2019-2020 and is requesting to carry over the funds into Fiscal Year 2020-2021 in an amount up to $1,915,797.75. Funds were allocated for activities that were implemented mid-fiscal year and were not able to be completed due to COVID-19. These carryover funds will be used to continue the activities in Fiscal Year 2020-2021.
Contract Term
The remaining four years of the five-year contract term are July 1, 2020, to June 30, 2024.
Financial Impact
The grant funding comes from the U.S. Department of Health and Human Services. There is no impact to the General Fund.

The Head Start Birth to Five Policy Council voted on this item on July 31, 2020.
