Description
Request to authorize the City Manager, or his designee, to enter into a contract with Labvantage Solutions, Inc., to provide software, and maintenance/support services for the City’s Laboratory Information Management System (LIMS). The requested amount shall not exceed $891,913 (including taxes) over the 10-year contract term. Further request to authorize the City Controller to disburse all funds related to this item.

Labvantage Solutions, Inc. will provide a software license, maintenance and support services for the LIMS. This item has been reviewed and approved by the Information Technology Services Department.
Procurement Information
Labvantage Solutions, Inc. has been providing these services to the City of Phoenix since 1997, and is the sole source vendor for the LIMS application. LIMS is the primary laboratory operating software system used to track and manage laboratory samples for the Water Services Department's Environmental Services Division. LIMS also provides an important reporting capability to provide reports and data to federal, state and local agencies to ensure regulatory compliance. It has been determined that it is in the best interest of the City to award a contract to the incumbent without competition.
Contract Term
The current City contract expires on Nov. 30, 2019; however, a decision was made to terminate the contract on May 31, 2019, and replace it with a new 10-year term contract, commencing on or about June 1, 2019.
Financial Impact
The aggregate contract value will not exceed $891,913. Funds are available in the Water Services Department's Operating budget.
