Description

Request to authorize the City Manager, or his designee, to enter into an agreement with Project Engineering Consultants, Ltd. to provide Engineering Services that include design and construction administration and inspection (CA&I) services for the Lift Stations 49, 53, 57, and 58 Redundant Force Main project. Further request to authorize the execution of amendments to the agreement as necessary within the Council-approved expenditure authority as provided below, and for the City Controller to disburse all funds related to this item. The fee for services will not exceed $820,000.

 

Additionally, request to authorize the City Manager, or his designee, to take all action deemed necessary to execute all utilities-related design and construction agreements, licenses, permits, and requests for utility services related to the development, design, and construction of the project and to include disbursement of funds. Utility services include but are not limited to: electrical, water, sewer, natural gas, telecommunication, cable television, railroads and other modes of transportation. This authorization excludes any transaction involving an interest in real property.

Summary

The purpose of the project is to add a redundant force main to each lift station so that existing force mains can be taken out of service and rehabilitated as necessary.

 

Project Engineering Consultants, Ltd.'s design services will include, but are not limited to: review of as-builts of existing force mains and lift stations and any other documents pertinent to planning and accomplishing the assessment; coordination with Water Services Department staff to obtain Wastewater Master Plan and flow monitoring data for hydraulic analysis preparation; data collection and assessment as required to obtain necessary design parameters that may include geotechnical and soil corrosivity investigation, force main analysis, and bridge structural investigation; design services for force main and possible lift station upgrades including civil, mechanical, structural, electrical, instrumentation and control disciplines; deliverables including preliminary and final basis of design reports, 30 percent, 60 percent, 90 percent, regulatory review and for construction 100 percent design plans, technical specifications and details; opinions of probable construction costs with 30 percent, 60 percent and 100 percent submittal; coordination to obtain necessary permits and access, which may include Maricopa County Flood Control District, US Army Corps of Engineers, Salt River Project; coordination with City's Water Asset Management team; assist the City during the procurement phase with providing responses to questions from construction contractors, including assisting with review of cost estimates, and preparing recommendations for the City.

 

Project Engineering Consultants, Ltd.'s CA&I services include, but are not limited to: assist the City in obtaining permits and approvals for the work; provide oversight of project construction activities to ensure protection against defects and deficiencies in the work of contractors, their subcontractors and subconsultants; inspect the site through various stages of construction to inspect the quality of the executed work and to verify the work is in accordance with construction documents and specifications and confirm contractor's work progress and qualities of work completed; review contractor cost proposals, submittals, shop drawings, request for information, payment applications, and change orders as directed by the City.

 

Procurement Information

The selection was made using a qualifications-based selection process set forth in section 34-603 of the Arizona Revised Statutes (A.R.S.). In accordance with A.R.S. section 34-603(H), the City may not publicly release information on proposals received or the scoring results until an agreement is awarded. Contract Term

The term of the agreement is five years from issuance of the Notice to Proceed. Work scope identified and incorporated into the agreement prior to the end of the term may be agreed to by the parties, and work may extend past the termination of the agreement. No additional changes may be executed after the end of the term.

 

Financial Impact

The agreement value for Project Engineering Consultants, Ltd. will not exceed $820,000, including all subconsultant and reimbursable costs.

 

Funding is available in the Water Services Department's Capital Improvement Program budget. The Budget and Research Department will separately review and approve funding availability prior to the execution of any amendments. Payments may be made up to agreement limits for all rendered agreement services, which may extend past the agreement termination.
