Description

Request to authorize the City Manager, or his designee, to enter into an agreement with Kiewit Infrastructure West Co. (Phoenix) to provide Construction Manager at Risk (CMAR) construction phase services for the Water Main Replacement project in the area bounded by Thomas to Osborn Roads and 24th to 28th Streets. Further request authorization for the City Controller to disburse all funds related to this item.

Summary

The Water Services Department evaluates and replaces aging water mains within the City of Phoenix. The current focus of the program is on water mains in alleys and easements, which historically have had high break rates and are difficult to repair. Work typically includes installation of new 2-inch to 12-inch water mains, multiple cuts and plugs, and installation or relocation of fire hydrants. Coordination with City staff and plumbing contractors regarding relocation of water services may also be required. In addition, thorough utility conflict and coordination reviews are conducted during the design phase before the project can start construction.

 

The initial contract services will include preparation of a Guaranteed Maximum Price (GMP) proposal for the construction services provided under the contract. Kiewit Infrastructure West Co. will assume the risk of delivering the project through a GMP contract. The CMAR will be responsible for construction means and methods related to the project, participating with the City in a process to set a local and Small Business enterprise (SBE) goal for the project, and implementing the SBE process. Kiewit Infrastructure West Co. will also be required to solicit bids from prequalified subcontractors and to perform the work using the City's subcontractor selection process. Kiewit Infrastructure West Co. may also compete to self-perform limited amounts of work. The CMAR Construction Services will be implemented under a GMP contract amendment.

 

Procurement Results

Kiewit Infrastructure West Co. was chosen for this project using a qualifications-based selection process according to Section 34-603 of the Arizona Revised Statutes. Scoring and selection were made in conjunction with the CMAR Design Phase Services.

 

Contract Term

The term of the initial construction services is expected to be six months from issuance of Notice to Proceed. Contract work scope identified and incorporated into the contract prior to the end of the contract may be agreed to by the parties, and work may extend past the termination of the contract. No additional contract work scope changes may be executed after the end of the contract term.

 

Financial Impact

Kiewit Infrastructure West Co.'s fee for GMP preparation services will not exceed $20,000, including all subcontractor, supplier, and reimbursable costs. Funding is available in the Water Services Department's Capital Improvement Program budget. Contract payments may be made up to the contract limits for all rendered contract services, which may extend past the contract termination.

 

Previous Council Action

The CMAR Design Phase Services contract was approved by City Council on June 7, 2017.
