Description
Request to authorize the City Manager, or his designee, to enter into contracts with BTS-AZ, LLC, ETC Compliance Solutions, Inc., Liberty Crane and Rigging Consultants, LLC, as well as the Workplace Safety Specialist division of the MentorSource Training Corporation to provide training services for the Water Services and Aviation departments. Further request authorization for the City Controller to disburse all funds related to this item.

Summary
Safety is a core value for both the Water Services and Aviation departments. In order to empower personnel to learn about important safety topics and work in a manner which protects human health and the environment, the Water Services and Aviation departments will partner with several safety training contractors. The training will educate employees and promote a safe and healthy workplace for all personnel, in compliance with all applicable laws and regulations.
Procurement Information
Procurement 8416-089-RFP-8414 was conducted in accordance with City of Phoenix Administrative Regulation 3.10. Four offers were received by the Water Services Department on Jan. 19, 2017. This will be a multiple award procurement based on scheduling and class requirements.

The Water Services Department recommends that the offers from BTS-AZ, LLC, ETC Compliance Solutions, Inc., Liberty Crane and Rigging Consultants, LLC, as well as the Workplace Safety Specialist division of the MentorSource Training Corporation be accepted as the highest scored, responsive, and responsible bidders.
Contract Term
The initial three-year contract term will begin on or about May 1, 2017, and end on April 30, 2020. Provisions of the contract may include an option to extend the term of the contract up to two additional years, which may be exercised by the City Manager or designee.
Financial Impact
The aggregate contract value including all option years will not exceed $3,299,000 (including applicable taxes) with an estimated annual expenditure of $556,800 from the Water Services Department and $103,000 from the Aviation Department. Funds are available in the Water Services and Aviation departments' operating budgets.
