HSQ Miser SCADA System Replacement Servers, Parts, and Services Requirements Contract (Ordinance S-43449)

 

Description

Request to authorize the City Manager, or his designee, to enter into an agreement with HSQ Technology (3000515), for purchase of replacement server/workstations, parts and software upgrades on an as-needed basis. Further request to authorize the City Controller to disburse the funds for purposes of this item.

Summary

The HSQ Miser SCADA (Supervisory, Control, and Data Acquisition) System is used for monitoring and controlling the process of water distribution for remote facilities. SCADA is a computer system used by operations and management staff for monitoring and automation processes for the Water Services Department. Without support from the manufacturer, failures will go unresolved which may cause a disruption of water delivery to our customers.

 

Procurement Information

In accordance with City of Phoenix Administrative Regulation 3.10, normal competition was waived as a result of a Determination Memo citing there is only one source for the necessary goods and services.

 

Contract Term

The agreement term will be for five years effective May 1, 2017, through April 30, 2022.

 

Financial Impact

Anticipated expenditures are not to exceed $400,000 over the life of the agreement. Funding for this agreement is available in the Water Services Department budget.
