Request to authorize the City Manager, or his designee, to access the State of Arizona Cooperative Contract ADSPO18-207640 and enter into a contract with Mercer Health & Benefits, LLC to provide employee benefit consulting services for the Human Resources Department in an amount not to exceed $300,000. Further request authorization for the City Controller to disburse all funds related to this item.

Summary
This contract will provide employee total compensation consulting services, including but not limited to, compensation and benefits benchmarking and ad hoc consulting services to support upcoming labor negotiations and a citywide total compensation strategy for the City in support of increased alignment with relevant markets, recruiting, motivating and retaining a well-qualified and diverse workforce.
Procurement Information
In accordance with Administrative Regulation 3.10, a participating agreement is required when the City uses a cooperative agreement from another public agency. The contract was awarded through a competitive process consistent with the City's procurement processes, as set forth in the Phoenix City Code, chapter 43. Utilization of cooperative agreements allows the City to benefit from national government pricing and volume discounts. The State of Arizona contract covers employee benefit consulting services and was awarded on Jul. 11, 2018.
Contract Term
The one-year term shall begin on or about Sept. 5, 2018.
Financial Impact
The aggregate contract value shall not exceed $300,000 (including applicable taxes). Funds are available in the Human Resources Department's budget and City departments' budgets.
