Description
Request the City Council to amend Ordinance S-52421 to increase the award amount to $137,648. Further request authorization for the City Treasure to accept, and the City Controller to disburse, all funds related to this item. Additionally, request City Council to grant an exception pursuant to Phoenix City Code 42-20 to authorize inclusion of indemnification and assumption of liability provisions in the documents pertaining to this transaction that otherwise would be prohibited by Phoenix City Code 42-18.

Summary
On November 19, 2025, the Phoenix City Council approved Ordinance S-52421 to apply for, and if awarded, accept grant funds from the Arizona Criminal Justice Commission. Funding is used to improve the quality of timeliness of forensic science, reduce backlogs, train personnel, and implement new technologies. The Police Department's Crime Laboratory has consistently integrated grant resources into a broader, well-established strategy designed to enhance services for the criminal justice system and the community it serves. These funds supplement existing operational support and are applied to overtime and associated fringe benefits, training and travel expenses, and procurement of equipment and supplies to support the Crime Laboratory's ability to provide timely forensic analysis in support of public safety.
