Description

Request to authorize the City Manager, or his designee, to accept a $50,000 contribution from Moderne Apartments for award by the Historic Preservation Officer to the owners of properties contributing to historical significance, or noted as individually eligible, within the Miracle Mile Historic District. Further request to authorize City Council approval of the Historic Preservation Commission's recommendation to approve a $100,000 City contribution of historic preservation grant funding for the award of these properties. Additionally, request to authorize the City Treasurer to accept, and the City Controller to disburse, all funds related to this item. There is no impact to the General Fund.

Summary

Moderne Apartments, the developer for a project known as The Governor (located at 1701-1717 E. McDowell Road), will be contributing $50,000, in addition to a City contribution of $100,000, towards a total of $150,000 available for historic preservation grant projects.

 

Owners of properties contributing to historical significance, or noted as individually eligible, within the Miracle Mile Historic District (Attachment A), will have the opportunity to submit applications by a certain deadline, and then a committee will meet to review the applications and make a recommendation on grant awards, following established criteria for approval of historic preservation grant projects. Criteria includes, but is not limited to, City receipt of conservation easements on the properties in exchange for grants awarded, with the term of the easements corresponding to the dollar amount of the grants. The easement will require preservation of the property and that it be insured and maintained in good repair.

 

Financial Impact

The amount requested for the Historic Preservation grant funding is $100,000. Funding is available through the Community and Economic Development Department utilizing Downtown Community Reinvestment Funds.

  • The Historic Preservation Commission recommended approval of this item on Dec. 21, 2020, by a vote of 9-0.
  • The Land Use and Livability Subcommittee recommended approval of this item on Jan. 21, 2021, by a vote of 4-0.
