Request to authorize the City Manager, or his designee, to execute an amendment to Agreement 165269 with CHASSE Building Team, Inc. to provide additional Construction Manager at Risk Preconstruction and Construction Services for the Phoenix Sky Harbor International Airport Terminal 4 Roof Replacement N2 Concourse, N3 Concourse, and Connector Bridges project. Further request to authorize the City Manager, or his designee, to execute amendments to the agreement as necessary within the City Council-approved expenditure authority as provided below, and to authorize the City Controller to disburse all funds related to this item. The additional fee for services included in the amendment will not exceed $14 million.

Summary
The purpose of this project is to replace the roofing systems on Terminal 4 that have exceeded their useful life and replace with a modern roofing system. The project cost and scope have increased to align with grant funding and include not only the N2 Concourse, N3 Concourse, the north and south transfer bridges, the east crossover bridge, but also the S2 Concourse, Customs and Border Protection walkway, and the main processor roofs. The existing roofing system at Phoenix Sky Harbor International Airport is a critical component of the Terminal's infrastructure, protecting the facility from weather-related damage. The roofs on N2 Concourse, N3 Concourse, the north and south transfer bridges, the east crossover brides, S2 Concourse, Customs and Border Protection walkway, and the main processor have all exceeded their useful lives and are exhibiting significant deterioration to the point where patching is no longer sufficient to prevent significant damage, particularly during monsoon conditions.
The amendment is necessary because of increased project scope and cost that require additional spending authority that will align with grant funding. The amendment will provide additional funds to the Agreement.
Contract Term
The term of the Agreement remains unchanged. Work scope identified and incorporated into the Agreement prior to the end of the term may be agreed to by the parties and work may extend past the termination of the Agreement. No additional changes may be executed after the end of the term.
Financial Impact
The initial Agreement was approved for an amount not to exceed $10 million, including all subcontractor and reimbursable costs. This amendment will increase the Agreement by an additional $14 million, for a new total amount not to exceed $24 million, including all subcontractor and reimbursable costs.
Funding for the amendment is available in the Aviation Department's Capital Improvement Program budget. The Aviation Department anticipates grant funding for a portion of the project. The Budget and Research Department will separately review and approve funding availability prior to the execution of any amendment. Payments may be made up to Agreement limits for all rendered Agreement services, which may extend past termination of the Agreement.
Concurrence/Previous Council Action
The City Council approved 2-Step Construction Manager at Risk Preconstruction Services Agreement 165269 and Construction Services Agreement 165270 (Ordinance S-52873) on May 20, 2026.
