Bridge Asset Management and Inspection - Engineering Services - ST85110009 (Ordinance S-45962)
Description
Request to authorize the City Manager, or his designee, to enter into separate agreements with the two consultants listed below, to provide Engineering Services that include assessment, project management, inspection, and support services for the Bridge Asset Management and Inspection Services project. Further request to authorize execution of amendments to the agreements as necessary within the Council-approved expenditure authority as provided below, and for the City Controller to disburse all funds related to this item. The fee for services will not exceed $4 million.
Additionally, request to authorize the City Manager, or his designee, to take all action deemed necessary to execute all utilities-related design and construction agreements, licenses, permits, and requests for utility services related to the development, design and construction of the project and to include disbursement of funds. Utility services include, but are not limited to: electrical, water, sewer, natural gas, telecommunication, cable television, railroads and other modes of transportation. This authorization excludes any transaction involving an interest in real property.

Summary
The purpose of this project is to provide bridge asset management and inspection services in support of the City’s Non-National Bridge Inventory (NBI) Bridge Asset Management and Inspection Program on an as-needed basis. The program is to manage and maintain the City's bridges that do not qualify to be on the NBI registry, and are referred to as Non-NBI bridges. These bridges are inspected every two years. The Non-NBI bridges are located at City of Phoenix Aviation Department structures, Valley Metro structures, and Phoenix Convention Center structures. Inspections include an average of 110 bridge structures per year across the City.
The Engineering consultants' services include, but are not limited to: perform bridge inspection on an as-needed basis according to the National Bridge Inspection Standards, and per the City of Phoenix Scope of Work Bridge Asset Management and Inspection Program; perform operations in accordance to ADOT Bridge Inspection Guidelines; prepare reports for each bridge inspected; input report inspection and coding inventory data into bridge management software; inspection reports to be sealed by an Arizona Registered Professional engineer; coordinate and attend meetings; secure permits and right of entry; provide off duty officers and traffic control; coordinate among other City Departments, City Staff and other governmental agencies; and provide other services as requried to accomplish the mandated requirements.
Procurement Information
The selections were made using a qualifications-based selection process set forth in section 34-604 of the Arizona Revised Statutes (A.R.S.). In accordance with A.R.S. section 34-604(H), the City may not publicly release information on proposals received or the scoring results until an agreement is awarded. Contract Term
The term of each agreement is six years from the issuance of the Notice to Proceed. Work scope identified and incorporated into the agreement prior to the end of the term may be agreed to by the parties, and work may extend past the termination of the agreement. No additional changes may be executed after the end of the term.
Financial Impact
The agreement values for each of the Engineering consultants will not exceed $2 million, including all subconsultant and reimbursable costs.
Funding is available in the Street Transportation Department's Capital Improvement Program budget. The Budget and Research Department will separately review and approve funding availability prior to execution of any amendments. Payments may be made up to agreement limits for all rendered agreement services, which may extend past the agreement termination.
