Description

Request to authorize the City Manager, or his designee, to enter into a contract with Foster + Freeman USA, Inc. to purchase the Foster + Freeman Trace Analysis Microscope System, along with maintenance and support services. Further request authorization for the City Controller to disburse all funds related to this item.

Summary

This contract will provide the purchase, maintenance and support of the Foster + Freeman Trace Analysis microscope for the Phoenix Police Department Laboratory Services Bureau  - Trace Analysis Section. The microscope enables forensic examiners to compare and identify minute fragments of evidence using a wide range of analytical tasks to extract the maximum amount of forensic evidence and interpret results in the shortest possible time. The microscope will replace two Foster + Freeman microscope systems (installed in 2001 and 2005), which currently require more maintenance and higher service agreement costs as the replacement parts become obsolete. The replacement microscope will have the added capabilities of analyzing several types of trace evidence using one instrument, including but not limited to: fibers, paint, plastic and miscellaneous materials. Additionally, the microscope is the only system that offers the Glass Refractive Index Measurement (GRIM) module, the standard technique for forensic measurement and comparison of the refractive index of glass evidence.

 

Procurement Information

In accordance with Administrative Regulation 3.10, normal competition was waived as the result of a Determination Memo. The Foster + Freeman microscope will effectively replace two obsolete instruments critical to trace analysis and is uniquely designed to analyze several different types of evidence using only one instrument, thus eliminating the need to purchase multiple instruments and service agreements to analyze various types of evidence.

 

The Deputy Finance Director recommends that the contract with Foster + Freeman USA, Inc. be accepted.

 

Contract Term

The five-year contract term shall begin on or about May 1, 2017.

 

Financial Impact

The aggregate contract value will not exceed $167,000 (including applicable taxes), with an estimated annual expenditure of $136,000 for year one and an estimated annual expenditure of $7,500 for years two through five.
