Description
Request authorization for the City Manager, or his designee, to enter into a contract with ThyssenKrupp Elevator to install air purification systems in elevators at Phoenix City Hall. The contract will have a one-time expenditure of $30,811. Further request to authorize the City Controller to disburse all funds related to this item.

Summary
The Public Works Department is responsible for maintaining the elevators in Phoenix City Hall. The elevator purification systems will reduce airborne bacteria by using bipolar ionization technology. The ions attach to bacteria and viruses in the air to neutralize harmful pathogens and reduce the spread of bacteria in the air in the confined spaces. Self-cleaning covers will also be installed on existing elevator buttons to help reduce the spread of bacteria on these high touch areas.
Air purification systems already have been installed at the Phoenix Municipal Court, Calvin C Goode Building, Council Chambers, 620 Police Department, Phoenix Police Crime Lab, Police Property Building, Walker Building, Information Technology Operations Center, 310 Parking Garage, 305 Parking Garage and two elevator cabs in Phoenix City Hall by a contracted elevator service provider.
To preserve warranty rights for newly installed elevators, permission is requested to provide this improvement to the 11 elevators in Phoenix City Hall installed and currently maintained by ThyssenKrupp Elevator.
Procurement Information
In accordance with Administrative Regulation 3.10, normal competition was waived as the result of a determination memo citing unusual nature due to the elevators being under the warranty period associated with a recent remodel. To maintain the warranty, ThyssenKrupp Elevator must install these purification systems.
Contract Term
The contract will begin upon City Council approval on Feb. 3, 2021, for the one-time purchase of the elevator purification systems.
Financial Impact
This contract will have a one-time expenditure in the amount of $30,811, including all applicable taxes. Funding is available in the General Fund.
