Description

Request authorization for the City Manager, or his designee, to award and enter into contracts, when specific opportunities are available, with responsive offerors to the Request for Qualifications (RFQu) for Housing Services-Property Management, Master Leasing and Housing Based Supports Qualified Vendor List. Further request authorization for the City Controller to disburse funds in an amount not to exceed $5 million for the life of the Qualified Vendor List (QVL). Funding is available from a combination of HOME-American Rescue Plan (ARP) and the Office of Homeless Solutions (OHS) General Fund Operating budget. OHS may use other funding sources to fund QVL contracts up to the not-to-exceed aggregate amount, including, but not limited to: federal, state, local and private funding, depending on availability and need. Further request authorization for the City Controller to disburse funds for the life of QVL.

Summary

The City of Phoenix OHS provides support and services for persons experiencing homelessness and is committed to ending homelessness through a comprehensive, regional approach to housing and services. OHS is requesting to allocate additional resources to serve this population, focusing on housing and services for those most vulnerable.

 

OHS seeks to establish a list of qualified Offerors to provide housing services including property management and master leasing and/or housing based on site support services serving individuals or families experiencing or exiting homelessness. Qualified Offerors may be invited to contract with the City of Phoenix to begin operations of a facility (or facilities) selected by the City. Operations would be to provide property management or administer master leasing programs or provide on-site housing-based support services for identified properties.

 

The goals of the OHS housing services portfolio programs are to expedite peoples' exit from shelters into stable housing. Clients will be provided with wraparound and other supports needed to give them the economic stability that sustains housing and prevents homelessness. QVL partners will help identify and lease up eligible candidates for OHS housing programs, provide property and financial management or on-site housing support services for identified rental units.

 

Qualified vendors from this procurement will be awarded contracts for specific projects when opportunities become available.

 

Procurement Information

RFQu-26-0341 was conducted in accordance with City of Phoenix Administrative Regulation 3.10. The Human Services Department received a total of five offers on August. 14, 2026, and all offers were determined to be responsive and responsible to the solicitation requirements.

 

The Procurement Officer evaluated all offers for Pass/Fail criterion on the following minimum qualifications:

 

All proposals for Property Management and Master Leasing Services must have met prerequisites A, B and C and at least three of prerequisites D through G at the time of proposal submittal:

 

A) Minimum of five years of multifamily property management experience, with a preference for demonstrated affordable housing experience.

B) Ability to physically provide in-person services in Phoenix, Arizona, on October 1, 2026, including confirmation of all necessary licensures.

C) Staff members responsible for handling funds must submit evidence that they hold and maintain in good standing all required Arizona real estate licenses.

D) Ability to screen applicants for compliance with Area Median Income (AMI) limits in accordance with U.S. Department of Housing and Urban Development, as directed by the City of Phoenix.

E) Experience executing and enforcing leases and lease addendums approved by the City, keeping leases current and retaining legal counsel for evictions.

F) Experience collecting rents and charges owed by residents monthly pursuant to the terms of the lease, collecting delinquent rent and exercising lease remedies when non-payment occurs.

G) Experience providing services to address housing needs and barriers to housing stability for households experiencing homelessness or at risk of homelessness.

Contract Term

This QVL will be in effect from October 1, 2026 through September 30, 2031.

 

Financial Impact

The total cost of the contracts will not exceed $5 million over the life of the QVL. Funding is available from a combination of HOME-ARP and the Office of Homeless Solutions Human Services Department General Fund Operating budget. Additional funding sources may be used depending on availability and need.
