Description
Request to authorize the City Manager, or his designee, to enter into a contract with Skillsoft Corporation (Vendor 3060251) to provide software licenses, technical support, software upgrades and fixes for the Police Department for up to five years in an amount not to exceed $75,000. Further request authorization for the City Controller to disburse all funds related to this item.

Summary
This contract will allow the Police Department unlimited access to eBooks, focusing on topics relating to business skills, employee health and safety, legal compliance, the financial services industry, desktop applications and information technology. Additionally, the Police Department Information Technology Bureau (ITB) will utilize online training resources in order to develop and maintain information technology skills. Training topics include application support, server operating systems, network, infrastructure and desktop support. The online curriculum also offers project management, and leadership/mentoring training and certification.
Procurement Information
In accordance with Administrative Regulation 3.10, normal competition was waived due to the unique requirements of the Department. Skillsoft Corporation is the only source for books and software upgrades allowing the ITB to access updated titles on demand. Further, Skillsoft Corporation is the only provider of electronic tutorials, and materials for numerous publishers.
The Deputy Finance Director recommends the contract with Skillsoft Corporation be accepted.
Contract Term
The five-year contract term shall begin on or about May 1, 2017.
Financial Impact
The aggregate value will not exceed $75,000, with an estimated annual expenditure of $15,000. Funds are available in the Police Department's operating budget.
