Description
Request to authorize the City Manager, or the City Manager's designee, to enter into a contract with coLAB studio, LLC for art design, fabrication and installation for the Girasol Affordable Housing Public Art Project, a Proposition 4 General Obligation (GO) Bond-funded project. Further request to authorize the City Controller to disburse all funds related to this item. The total value of the contract will not exceed $500,000.

Summary
The Fiscal Year (FY) 2026-31 Public Art Plan includes funding for artwork for the Girasol Affordable Housing Project, located in the Edison-Eastlake Community in District 8.
The Pre-Qualified Artists roster for GO Bond funds was used to select the artist for this project. The coLAB studio, LLC artists, Matt and Maria Salenger, will work closely with the project design team and the community as they develop their design concept.
The artist selection panel for the Girasol Affordable Housing Public Art Project included design and housing professionals along with three public housing residents. On June 24, 2026, the panel reviewed the artist applications and reviewed, discussed and voted to recommend the project artist and one alternate. Upon meeting, the selection panel recommended coLAB studio, LLC (Tempe, Arizona) as the project artist and Studio Proba (Portland, Oregon) as the alternate artist for the project.
Contract Term
The contract will begin on or about September 23, 2026 and continue through December 31, 2029.
Financial Impact
The design, fabrication and installation contract will not exceed $500,000. Funding is available in the Office of Arts and Culture Capital Improvement Program budget.
Concurrence/Previous Council Action
The Arts and Culture Commission approved the design, fabrication and installation contract, not to exceed $500,000, on August 18, 2026, by a vote of 7-0.
Location
The location of the Girasol Affordable Housing Public Art Project is between North 17th and 18th streets and between East Van Buren and Washington streets.
