Request to authorize the City Manager, or his designee, to enter into a contract with BTE Body Company, Inc. to provide Scorpion Manufacturing parts and services to repair and maintain the Solid Waste refuse trucks in a contract amount not to exceed $1,350,000. Further request authorization for the City Controller to disburse all funds related to this item.

Summary
The Public Works Department is responsible for repair and maintenance of approximately 80 Scorpion automatic side loader units. This item requests to enter into a contract with BTE Body Company, Inc. that is the sole source authorized Original Equipment Manufacturer service provider for Scorpion equipment. This contract will be used to provide parts, maintenance and repairs to heavy-duty refuse trucks that are equipped with the Scorpion automated side loader body.
The Solid Waste refuse fleet is critical equipment to the daily operations of solid waste collection services provided to City residents. It is crucial to have these trucks repaired quickly with minimum downtime to maintain timely customer response times to Phoenix residents.
Procurement Information
In accordance with Administrative Regulation 3.10, normal competition was waived as the result of a determination memo citing that there is only one source for these essential parts and accessories. BTE Body Company, Inc. is the only authorized distributor of Scorpion parts and services for the State of Arizona.
Contract Term
The initial contract term shall begin on or about Oct. 1, 2019 with the option to extend four years in increments of up to one year, for a total contract option term of five years.
Financial Impact
This contract will have a $270,000 estimated annual expenditure, with a total aggregate amount not to exceed $1,350,000 over the life of the contract. Funds are available in the Public Works Department's budget.
