Description
Request to authorize the City Manager, or his designee, to enter into a contracts with Artistic Land Management, Inc. and Somerset Landscape, a Yellowstone Landscape Company to provide landscaping services at the Housing Department's residential single-family homes. Further request authorization for the City Controller to disburse all funds related to this item. The aggregate contract value will not exceed $400,000. There is no impact to the General Fund.

Summary
Contractors will provide regular ground and landscape maintenance on single-family homes owned by the City and managed by the Housing Department. Landscape services at these homes will include, but are not limited to, vegetation control, trash pickup, removal of illegal dumping, tree maintenance and removal, and other related services. All work will be carried out in accordance with the technical specifications in the solicitation and as directed by City Housing Department personnel.
Procurement Information
IFB FY20-086-07 was conducted accordance with Administrative Regulation 3.10. Five offers were received by the Housing Department Management Services Division on March 4, 2020. Offers were evaluated and the award recommendations are for the lowest cost. Multiple awards are recommended to meet the volume requirements and locations throughout the City as outlined in the solicitation (see Attachment A).
The Housing Department Director recommends that the offers of Artistic Land Management, Inc. and Somerset Landscape, a Yellowstone Landscape Company, be accepted as the lowest priced, responsive and responsible offers.
Contract Term
The five-year contract term will begin on or about May 1, 2020 and end on April 30, 2025 with no options to extend.
Financial Impact
The aggregate contract value will not exceed $400,000 (including applicable taxes). This contract is funded with U.S. Department of Housing and Urban Development (HUD) funds. There is no impact to the General Fund.
