Description
Request to authorize the City Manager, or his designee, to enter into a contract with Phoenix Electrical Joint Apprenticeship Training Committee (PEJATC) in an amount not to exceed $120,000 for City of Phoenix electrical apprentices to receive training. Further request authorization for the City Controller to disburse all funds related to this item.

Summary
This apprenticeship program allows City departments the opportunity to hire apprentices and have them receive 8,000 hours of on-the-job training on City equipment and classroom training.
Procurement Information
In accordance with Administrative Regulation 3.10, normal competition was waived as the result of a determination memo citing that PEJATC is the only school in the area to offer extensive hands-on lab work.
Contract Term
The initial five-year contract term will begin on or about Sept. 1, 2019. Provisions of the contract include an option to extend the term for five years, which will be exercised if considered in the City's best interest to do so.
Financial Impact
The aggregate contract value for the initial term and option years will not exceed $120,000, with an estimated annual expenditure of $12,000. Funds are available in the Public Works, Water Services and Aviation departments' budgets.
