Revision to Chapter 18 of the P.C.C., Article VI, the Small Business Enterprise Participation Program; Article VII, the Small Business Enterprise Procurement Program; and Article VIII, Certification of Small Business Enterprises (Ordinance G-6742)

 

Description

Request approval of the Ordinance amending Chapter 18, Article VI, VII, and VII of the City Code as set forth in Attachment A.

 

Report

Summary

The SBE program provides small businesses with opportunities to participate in City construction contracting, and goods and general services purchasing. The program is comprised of five elements: Certification, Procurement, Construction Subcontracting Goals, Contract Compliance, and Business Development. The SBE program supports the growth and economic vitality of local businesses and strengthens Phoenix's culturally diverse marketplace. After receiving stakeholder feedback and an extended discussion period, staff is recommending adoption of the proposed amendments to Chapter 18 and an extension of the SBE program (Attachment A).

 

Contract Term

Extension of the SBE program from Oct. 31, 2020 to June 30, 2025 (Ordinance G-6696).

 

Concurrence/Previous Council Action

The proposed changes to Chapter 18, Article VI were reviewed and recommended for approval by the SBE Oversight Committee on Aug. 18, 2020. The proposed changes to Chapter 18, Article VII were reviewed and recommended for approval by the City Finance Department. The proposed changes to Chapter 18, Article VIII were reviewed and recommended for approval by the City Equal Opportunity Department.

 

Public Outreach

Staff held seven information sessions outlining the current SBE Program and the proposed Chapter 18 amendments. These meetings were held in January, February, May, June, and August 2020. Stakeholders at each of these sessions overwhelmingly expressed support for the continuation of the SBE Program. In conjunction with the information sessions, there was a public comment period that ended Feb. 24, 2020.
