Summary
On May 15, 2019, City Council approved the 2019-20 Annual Action Plan, which outlined the broad activity areas for CDBG funding and included an allocation for the CDBG Housing Rehab ADA Modifications Program. The program is intended to provide home accessibility modification services to low- and moderate-income disabled residents of Phoenix.
Procurement Information
The proposed RFP seeks non-profit organizations to provide accessibility modification services for Phoenix residents who are physically disabled, and will be available for download on Jan. 31, 2020. All applicants must be a non-profit Arizona corporation when the proposal is submitted, and the primary program beneficiaries must be low- and moderate-income Phoenix residents. A review committee consisting of City of Phoenix employees and community stakeholders will evaluate each proposal using the following criteria (1,000 possible points):
- Work Plan (250 points)
- Outcomes (250 points)
- Program Budget (250 points)
- Experience with Federal Programs (250 points)
The tentative RFP schedule is as follows:
- RFP Available - Jan. 31, 2020
- Proposals Due - Feb. 21, 2020
City Council will be asked to approve RFP awardees in April 2020.
Financial Impact
The CDBG Housing Rehab for ADA Modifications Program is funded by the U.S. Department of Housing and Urban Development (HUD). There is no impact to the General Fund.

This item was recommended for approval at the Land Use and Livability Subcommittee meeting on Dec. 17, 2019, by a vote of 4-0.
