Extend Intergovernmental Agreement with Maricopa County Community College District for Strengthening Working Families Grant (Ordinance S-45960)

Description

Request to authorize the City Manager, or his designee, to extend Intergovernmental Agreement (IGA) 143705 with Maricopa County Community College District (MCCCD) for a one-year period from July 1, 2020 to June 30, 2021. Further request authorization for the City Controller to disburse all funds related to this item for the period of July 1, 2020 to June 30, 2021. There is no impact to the General Fund. Funding is provided by the U.S. Department of Labor.

Summary

In July 2016, the Department of Labor awarded the City of Phoenix the Strengthening Working Families Initiative (SWFI) Grant in the amount of $4 million. SWFI is designed to help low-to-middle skilled parents access the affordable, quality child care needed to earn an education, participate in training programs and compete for better paying jobs in emerging industries. To achieve this, MCCCD prepares un-employed and under-employed parent(s) the post-secondary credentials necessary for unsubsidized employment in an Arizona targeted H-1B industry sector. Specifically, these sectors include healthcare, information technology, and financial services.

 

The City has submitted a request to the U.S. Department of Labor for a grant term extension through June 30, 2021. Contingent upon the U.S. Department of Labor's approval of the City’s request to extend the grant term, staff requests authorization to extend IGA 143705, with MCCCD to align with the requested extension term of the SWFI Grant. Without this extension, workforce preparedness services conducted by MCCCD will cease and the City will no longer be able to provide these services to un-employed and under-employed parent(s) as required by the grant. This cessation would have a negative impact on the City's ability to meet the requirements of the grant, potentially requiring the City to return funding to the Department of Labor.

 

Contract Term

The term of the contract extension is for one year from July 1, 2020 to June 30, 2021.

 

Financial Impact

No general funds are required. Funding is provided by the U.S. Department of Labor.
