Description
Request to authorize the City Manager, or his designee, for additional payment authority in an amount not to exceed $1,250,000 under Contract 145674 with Border States Electrical Supply for a one-time purchase of Allen Bradley Programmable Logic Controllers (PLCs). The aggregate contract amount will then total $1,985,000. Further request authorization for the City Controller to disburse all funds related to this item.

Summary
Border States Electrical Supply provides electronic control equipment that is used by the Water Services and Aviation departments. The Aviation Department's existing PLC components for the baggage handling system (BHS) at Phoenix Sky Harbor International Airport are no longer produced by the manufacturer and parts and technical support are limited and will be unavailable in the future. To avoid extended downtime due to limited and obsolete hardware, parts, and support, the BHS must be upgraded by purchasing the latest version of the PLCs. The upgrades will allow for the integration of updated firmware and communication protocols resulting in a more efficient BHS.

Contract Term
The term of the contract is five years and commenced on July 15, 2017.
Financial Impact
The additional $1,250,000 spending authority will increase the cost of the contract from $735,000 to $1,985,000. The additional spending authority is only needed by the Aviation Department, and funds are available in the Aviation Department's budget.

Contract 145674 was approved by Formal Council action on June 28, 2017, with an original aggregate value of $735,000.
