Request to authorize the City Manager, or his designee, to execute Amendment No. 1 to contract 137454 with Brown and Caldwell, Inc., (Phoenix) to provide additional construction administration and inspection services for the Large Valve Repair and Replacement project. Further request authorization for the City Controller to disburse all funds related to this item.

Summary
The large valve repair and replacement project consists of repair or replacement of 16-inch to 108-inch valves throughout the City's water transmission system. Brown and Caldwell, Inc.'s services will include but not be limited to: providing project administration; construction inspections; special valve inspections; resident engineering services during construction; providing repair recommendations; issuing interpretations and clarification of the construction documents; and serving as the City's representative during work performed under the job order contract.
Procurement Information
Brown and Caldwell, Inc., was chosen for this project using a qualifications-based selection process in accordance with Section 34-603 of the Arizona Revised Statutes. The City entered into Contract 137454 with Brown and Caldwell, Inc., on March 7, 2014.
Contract Term
The contract had an initial three-year term with one two-year option to extend. This contract amendment exercises the first and final option to extend the contract term for a two-year period, through March 6, 2019. Contract work scope identified and incorporated into the contract prior to the end of the contract term may be agreed to by the parties, and work may extend past the termination of the contract. No additional contract work scope changes may be executed after the end of the contract term.
Financial Impact
Brown and Caldwell, Inc.'s fee will be increased by $290,000 for this amendment, including all subconsultant and reimbursable expenses, for a new contract total of $694,000. Funding is available in the Water Services Department Capital Improvement Program budget. Contract payments may be made up to contract limits for all rendered contract services, which may extend past the contract termination.
