Authorization to Request a Carry Over of Head Start Birth to Five Grant Funds

 

Description

This report requests the Community and Cultural Investment Subcommittee, which serves as the Head Start Birth to Five Program Governing Board, to authorize the Human Services Department to submit a Head Start Birth to Five program carry over request in an amount up to $5.6 million from the U.S. Department of Health and Human Services from Fiscal Year (FY) 2020-21 into FY 2021-22, and amend contracts to move one time monies to the Education Service Providers and Child Care Partnerships for necessary health and safety items.

Report

Summary

The Head Start Birth to Five program has unexpended funds from FY 2020-21 and is requesting to carry over the funds into FY 2021-22 in an amount up to $5.6 million. Funds were allocated for activities that were implemented mid-fiscal year and were not able to be completed due to COVID-19. These carryover funds will be used to continue the activities in FY 2021-22.

 

Contract Term

The remaining three years of the five-year contract term are July 1, 2021, to June 30, 2024.

 

Financial Impact

The grant funding comes from the U.S. Department of Health and Human Services. There is no impact to the General Fund.

The Head Start Birth to Five Policy Council voted on this item on Aug. 9, 2021.
