Amend Phoenix City Code Section 36-157.3 to Expand Area 12 of Residential Parking Permit Ordinance (Ordinance G-6803)

 

Description

Request to authorize the City Manager, or his designee, to amend Section 36-157.3 of the Phoenix City Code to expand Area 12 of the Residential Parking Permit (RPP) Ordinance. The original boundary of Area 12 (Ordinance G-3561) is described as an area generally bounded from the south side of Thunderbird Road to Sweetwater Avenue alignment on the south, from the west side of Third Street to the First Avenue alignment, including Willow Drive, Pershing Avenue, Surrey Avenue and Wood Drive cul-de-sac. The expansion of Area 12 will include the area generally bounded by Central Avenue on the west, Third Street on the east, 100 feet south of Wood Drive on the north, and Second Street on the south.

Summary

The Gold Key Racquet Club and Estates neighborhood reported parking by non-resident vehicles due to the proximity of hiking trails in the mountain preserve is negatively impacting their neighborhood. Staff met with residents of the neighborhood in 2019 to discuss the RPP program. The neighborhood has requested relief in accordance with RPP provisions outlined in Chapter 36 of the City Code. The area is directly south of the current RPP Area 12 and bounded by the mountain preserve with multiple access points to trails. The expansion will include an area generally bounded by Central Avenue on the west, Third Street on the east, 100 feet south of Wood Drive on the north, and Second Street on the south (Attachment A).

 

Subsequently, the Street Transportation Department received separate requests and a petition from residents in the area to install RPP signs on their streets. The expansion of Area 12 as a RPP area will allow the affected streets to become eligible for restricted street parking. Each street within the expanded Area 12 will require petition support of adjacent households for the street to be subject to the RPP restrictions.

 

Financial Impact

The cost to expand RPP Area 12 is approximately $1,500, which includes the cost of the signs and installation. Funding is available in the Street Transportation Department’s operating budget. The cost is expected to be offset over the duration of the program by the permit fees collected from residents in the newly designated area. Annual costs of resident and visitor permits are $10 and $5 per vehicle, respectively.

 

Public Outreach

Street Transportation staff have spoken with several residents of the neighborhood to discuss traffic and parking issues beginning in 2019. Those conversations focused on their parking concerns and the programs the City had to address intruder parking. If the expansion of Area 12 is approved by City Council, Street Transportation staff will work with adjacent property owners in advancing the RPP petition process for each street added to Area 12.

 

Concurrence/Previous Council Action

The City Council approved:

  • Adoption of Division 2 of Chapter 36 of the Phoenix City Code entitled Residential Parking (Ordinance G-2956) on Dec. 23, 1986; and
  • RPP Area 12 (Ordinance G-3561) on Aug. 26, 1992.
