Description

Request to authorize the City Manager, or his designee, to enter into a contract with enfoTech to provide software, and maintenance/support services for the City’s Integrated Performance Audit & Compliance Software (iPACS) system. Further request to authorize the City Controller to disburse all funds related to this item. The contract value will not exceed $1,439,630 (including taxes).

Summary

The Water Services Department uses the iPACS system and associated system modules to manage industrial permits with environmental inspections and sample collection information. The subscription for this system, which is set to expire on June 30, 2019, is used for reporting of environmental sampling data to federal, state and local agencies to comply with regulatory requirements. The iPACS system is wholly owned, licensed, developed, and maintained by enfoTech which is the sole source vendor for this product.

 

This item has been reviewed and approved by the Information Technology Services Department.

 

Procurement Information

Since 1999, enfoTech has provided an annual subscription for these services to the City of Phoenix, and is the sole source vendor for the iPACS system. It has been determined it is in the best interest of the City to award a contract to the incumbent without competition.

 

Contract Term

The contract term will be for 10 years and will commence on July 1, 2019, with an end date of June 30, 2029.

 

Financial Impact

The aggregate contract value will not exceed $1,439,630. Funds are available in the Water Services Department's Operating budget.
