Description
Request to authorize the City Manager, or his designee, to enter into a contract with C & S Engineers, Inc. (Scottsdale, Ariz.) to provide engineering services for the Goodyear Airport South T-Hangars Reconstruction and Connector to Taxiway A project. Further request authorization for the City Controller to disburse all funds related to this item.
Additionally, request authorization for the City Manager, or his designee, to take all action as deemed necessary to execute all utilities-related design and construction agreements, licenses, permits and requests for utility services relating to the development, design, and construction of the project and to include disbursement of funds. Utility services include, but are not limited to: electrical, water, sewer, natural gas, telecommunications, cable television, railroads, and other modes of transportation. This authorization excludes any transaction involving an interest in real property.

Summary
The pavement around the hangars in the south T-hangar ramp of Goodyear Airport has deteriorated severely and requires reconstruction. The consultant will be required to perform geotechnical analysis in order to produce drawings for removal and replacement of the ramp with a new pavement section, some utility adjustment, signage and pavement markings, and a new connector taxiway from the ramp to Taxiway A.
Procurement Information
C & S Engineers, Inc. was chosen for this project through a qualifications-based selection process according to section 34-603 of the Arizona Revised Statutes (ARS). Per ARS Title 34, the City is not to release the scoring of proposers until a contract has been awarded. The top three rankings follow:

Contract Term
The term of the contract is for approximately six months. Contract work scope identified and incorporated into the contract prior to the end of the contract may be agreed to by the parties, and work may extend past the termination for work in progress. No additional contract work scope changes may be executed after the end of the contract term.
Financial Impact
C & S Engineers, Inc.'s fee under the contract shall not exceed $200,000, which includes all subconsultant and reimbursable costs. Staff anticipates reimbursement from the Federal Aviation Administration. Funds are available in the Aviation Department's Capital Improvement Program budget.
