Repair and Replacement of Meter Vaults Contract - IFB-26-0283 Request for Award (Ordinance S-53042) - Citywide

 

Description

Request to authorize the City Manager, or his designee, to enter into contracts with AC And Plumbing Pro LLC and Talis Construction Corporation, to provide repair and replacement of meter vaults for the Water Services Department. Further request to authorize the City Controller to disburse all funds related to this item. The total value of the contracts will not exceed $860,000.

Summary

The Water Meters Division distributes and monitors the supply of tap water to 1.5 million customers daily across over 455,000 meter accounts. More than 1,400 accounts are served by meters in size three inches or larger, the majority of which reside inside underground meter vaults. This contract will provide the Water Meters Division the ability to provide repair and replacement services for damaged meter vaults, providing minimal disruption of water flow for Phoenix residents.

 

Procurement Information

An Invitation for Bid procurement was processed in accordance with City of Phoenix Administrative Regulation 3.10.

 

Three vendors submitted bids deemed to be responsive to posted specifications and responsible to provide the required goods and services. Following an evaluation based on price, the procurement officer recommends award to the following vendors:

 

Selected Bidders

AC And Plumbing Pro LLC: $89,000 (per year)

Talis Construction Corporation: $175,000 (per year)

Loenbro Revolution Industrial, LLC

 

Contract Term

The contracts will begin on or about July 1, 2026, for a five-year term with no options to extend.

 

Financial Impact

The aggregate contracts value will not exceed $860,000.

 

Funding is available in the Water Services Department's Operating budget.
