Description

Request an ordinance authorizing the City Manager, or his designee, to enter into a contract change order for Agreement 144644 with Clever Devices, Ltd. (Clever) to implement an On-Board Surveillance System, a Smart Yard Real Time Locator System (RTLS) for various City of Phoenix and Regional Public Transportation Authority (RPTA) sites and support for Wireless Local Area Network (WLAN) at all yards for a cost not to exceed $12.5 million. Further request authorization for the City Controller to disburse funds.

Summary

On Nov. 2, 2016, the City Council authorized the Public Transit Department (Department) to enter into a contract with Clever for a regional transit Computer Aided Dispatch (CAD)/Automatic Vehicle Locator (AVL) System. The On-Board Surveillance System and RTLS were options for which Clever provided pricing. The Department, along with regional partners, recently decided to purchase the on-board surveillance system and implement RTLS due to the efficiencies to be gained from these systems.

 

The On-Board Surveillance System will be replaced in buses currently utilizing an old and obsolete surveillance system that is not performing optimally. The current surveillance system for most of the fleet has either reached end of life, is out of warranty and/or is no longer supported by the manufacturer. An upgrade of the Surveillance System will ensure video system reliability across the fleet and allow for the capture of higher quality video onboard buses. Video recordings enable law enforcement and transit agencies the ability to view incidents or accidents that occur in the transit environment and assist in mitigating liability to the City and its contractors.

 

The RTLS will be implemented for City of Phoenix North, South and West sites and for Regional sites in Tempe and Mesa. These sites run large bus operations; RTLS will allow automation and efficiency in management of yards and buses at these sites. The RTLS is a subcomponent of the regional CAD/AVL system. The system's primary role is to locate and monitor vehicles within the transit yard. The RTLS also integrates with the City's scheduling software to enable automatic vehicle resources assignment to bus drivers as well as notifying maintenance staff of vehicle diagnostic information within the garage. The RTLS, along with the suite of Clever applications, provides increased operational efficiency and productivity as vehicle assignment, vehicle health status, monitoring of duties, and location detection is automated to provide real-time information to the system users. Transit passengers ultimately reap the benefits of RTLS in the form of enhanced service reliability and efficiency via improved on-time performance and less missed service through enhanced electronic vehicle tracking.

 

The set up of RTLS and CAD/AVL at Phoenix and regional garages necessitates extensive Wireless Local Area Network (WLAN) and network infrastructure. The WLAN equipment transmits bulk data between service vehicles and the City’s datacenter to meet the RTLS infrastructure needs.

 

This item has been reviewed and approved by the Information Technology Services Department.

 

Financial Impact

The total cost related to this item, as broken out below, will not exceed $12.5 million. This cost includes total capital costs of $9,657,800, and future years' maintenance costs of $2,842,200. Federal funds and regional Proposition 400 funds are available in the Public Transit Department CIP budget for the capital costs. The city will recover regional transit partners' portion of the annual maintenance costs as incurred in future years.

Capital cost, including 3-year warranty: $2,123,600
