This report requests the Land Use and Livability Subcommittee recommend City Council approval of the Planning and Development Department to enter into a contract with PlaceEconomics for a one-time purchase to provide the Planning and Development Department an economic study for historic preservation in the amount not to exceed $105,000.

Report
Summary
The Planning and Development Department seeks to contract with PlaceEconomics in order to conduct a study to provide an evaluation of the documented economic and additional benefits of historic preservation projects, buildings, and neighborhoods in Phoenix. This study will aid in identifying, protecting, and rehabilitating existing building stock that can lead to additional private investment, while maintaining affordable housing stock. The report is to be presented to the Historic Preservation Commission and City Council. Additionally, staff will ask the Planning Commission, appropriate village planning committees or other groups if they are interested in a presentation in the future.
Procurement Information
In accordance with Administrative Regulation 3.10, normal competition was waived as a result of a Special Circumstance Without Competition Determination Memo citing the request has restrictive specifications and PlaceEconomics is the only nationally known firm that conducts this type of study at a city-level. The determination memo was completed and approved by the Deputy Finance Director recommending the contract with PlaceEconomics be accepted.
Financial Impact
The one-time purchase will have an expenditure of $105,000. Funds are available in the Planning and Development Department operating budget for Historic Preservation.
