Summary
Federal Regulation 45 CFR 75.439(2) mandates that the Office of Head Start and the Head Start Birth to Five Governing Board approve all capital expenditures costing more than $10,000.
The Greater Phoenix Urban League (GPUL), an Education Service Provider, is requesting to purchase playground equipment costing $10,000 and a shade structure at $11,000 for the Early Head Start classroom. They will open at Pendergast Early Learning Center totaling $21,000. The Head Start Birth to Five Program requests approval to purchase capital equipment up to $21,000. Attachment A identifies the locations and the equipment cost.
Procurement Information
Funds to purchase capital equipment will be amended into GPUL's contract so that GPUL can procure the equipment.
Financial Impact
The total amount for all capital equipment is $21,000. Head Start Birth to Five grant funds will be used for these purchases. There is no impact to the General Fund.
Concurrence/Previous Council Action
The Head Start Birth to Five Policy Council approved the purchases on April 14, 2025.
