Description
Request to authorize the City Manager, or his designee, to enter into an agreement with Bloomberg L.P. dba Bloomberg Finance L.P. to provide data licensing for integration of data into SAP S4HANA for the Finance Department. Further request an exception to the indemnity and assumption of liability provisions of Phoenix City Code Section 42-18. Further request to authorize the City Controller to disburse all funds related to this item. The total value of the contract will not exceed $123,234.

Summary
Bloomberg L.P. dba Bloomberg Finance L.P. (Bloomberg) provides the Finance Department essential on-line investment market information and news services to the City under City Contract 4223-91 / 120775, used in the daily monitoring and management of the City's investment portfolio. An additional agreement is required to download Bloomberg financial and securities data into the City's SAP S4HANA system. The integration will ensure the necessary market information is available within SAP S4HANA to support the City's financial operations.

Procurement Information
In accordance with Administrative Regulation 3.10, standard competition was waived as a result of an approved Determination Memo based on the following reason: Sole Source. Bloomberg is the licensor of the Bloomberg data required for integration with the City's SAP S4HANA system. The Bloomberg Datalicense Agreement provides the City with authorized access to download data directly from Bloomberg. Due to the required licensing to access the Bloomberg financial and securities data, the services must be procured directly from Bloomberg.
Contract Term
The agreement will begin on November 15, 2026, for a two-year term and will automatically renew for successive two-year periods unless terminated by either party prior to the end of the original term or any renewal term. Payment authority will extend through November 14, 2036.
Financial Impact
The total contract value will not exceed $123,234 for the 10-year aggregate term.
Funding is available in the Finance Department's operating budget.
