Workforce Management System Software - U.S. Communities Cooperative Contract - 14-JLR-003 (Ordinance S-45210)

 

Description

Request to authorize the City Manager, or his designee, to access U.S. Communities Cooperative Contract 14-JLR-003 and to enter into a contract with Kronos Incorporated for Telestaff workforce management system software for the Phoenix Fire Department (PFD). The aggregate contract value will not exceed $619,320. Further request authorization for the City Controller to disburse all funds related to this item.

Summary

This contract will provide a new cloud hosted solution which offers better access to automation of scheduling, communication, and deployment of PFD personnel. The Telestaff system allows personnel in staffing positions to quickly identify vacancies that need to be filled and the qualified personnel that are available for those positions. The system has the ability to apply qualifications, certifications and negotiated labor rules to the process of filling a vacancy in order to ensure the appropriate employee is selected. The cloud solution will save PFD technology service providers time and equipment cost by eliminating the need for the Telestaff system to be hosted in the Phoenix Fire Data Center. The workforce management system software will result in improved workforce efficiency, controlled labor costs, and compliance with union rules, laws, and other agency policies.

 

This item has been reviewed and approved by the Information Technology Services Department.

 

Procurement Information

In accordance with Administrative Regulation 3.10, a participating agreement is required when the City uses a cooperative agreement from another public agency. The contract was awarded through a competitive process consistent with the City's procurement processes, as set forth in Phoenix City Code, chapter 43. Utilization of cooperative agreements allows the City to benefit from national government pricing and volume discounts. The U.S. Communities contract covers the workforce management system software and was awarded on Mar. 18, 2014.

 

 

Contract Term

This five-year contract term shall begin on or about Dec. 5, 2018.

 

Financial Impact

The aggregate contract value will not exceed $619,320. Funds are available in the Phoenix Fire Department's budget.
