Materials Testing and Construction Administration and Inspection On-Call Services for Light Rail Extensions (Ordinance S-46008)
Description
Request to authorize the City Manager, or his designee, to enter into separate agreements with the 15 consultants listed in Attachment A to provide Materials Testing and Construction Administration and Inspection (CA&I) On-Call Services for multiple light rail extension projects. Further request to authorize execution of amendments to the agreements as necessary within the Council-approved expenditure authority as provided below, and for the City Controller to disburse all funds related to this item. The fees for services will not exceed $35 million for all Materials Testing and will not exceed $45 million for all Construction Administration and Inspection services.
Additionally, request to authorize the City Manager, or his designee, to take all action deemed necessary to execute all utilities-related design and construction agreements, licenses, permits, and requests for utility services relating to the development, design, and construction of the project and to include disbursement of funds. Utility services include, but are not limited to: electrical; water; sewer; natural gas; telecommunications; cable television; railroads and other modes of transportation. This authorization excludes any transaction involving an interest in real property.

Summary
The purpose of this project is to provide materials testing and CA&I services on an as-needed basis for the following light rail extensions: Light Rail South Central Extension/Downtown Hub (SCE); Light Rail Northwest Extension Phase II (NW2); and Light Rail Capitol/I-10 West Extension (Cap/I-10W). Phoenix may include additional future light rail extensions for these services.
The on-call materials testing consultants will be responsible for providing services that include, but are not limited to: geotechnical and materials testing; laboratory and field testing of soil, concrete, and asphalt; facilities plant inspections; analyses and preparation of reports; and daily oversight to ensure compliance with the City of Phoenix, Valley Metro, Maricopa County, Arizona Department of Transportation (ADOT), and federal standards, policies, and guidelines.
The on-call CA&I consultants will be responsible for providing services that include, but are not limited to: representation on behalf of Phoenix for full range of civil and water inspection services during the construction phase to ensure compliance with the City of Phoenix, Valley Metro, Maricopa County, ADOT, and federal standards, policies, and guidelines. Reviewing compliance with applicable standards will include inspections of roadways; alleys; water/sewer connections; irrigation facilities; storm drains; retentions; embankments; earthwork; trenching; grading; soil treatments; masonry; structural steel; bridges/structures; sidewalks; Americans with Disabilities ramps; curbs and gutters; and driveways.
The projects intend to utilize federal funds and are subject to the requirements of 49 CFR Part 26 and U.S. Department of Transportation’s Disadvantaged Business Enterprise Program. The materials testing and CA&I services will be completed under federal guidelines. The materials testing and CA&I consultants will have appropriate certifications to perform the required duties.
The SCE project will include approximately 5.5 miles of new track that will provide a transit option for residents, businesses, customers, employees, students and visitors to travel along Central Avenue from Downtown Phoenix to Baseline Road. The extension will connect/integrate into the existing light rail in Downtown Phoenix beginning at the combined CityScape Station and continuing south to the Baseline Road Station. There will be eight tie-in locations, four bridge modifications (Cityscape, Jackson St., Western Canal, Salt River), nine new stations, two roundabouts, six traction-powered-substation (TPSS) buildings, eight signal buildings, and one Park-N-Ride/Transit Center.
The NW2 project will extend the light rail west approximately 1.5 miles along Dunlap Avenue from 19th Avenue to 25th Avenue, then along Mountain View Road across I-17 with a terminus near Metrocenter Mall. There will be two bridge replacements (ACDC, Arizona Canal); one 10-span bridge (I-17 crossover with elevated station), three new stations, two TPSS buildings, three signal buildings, and one Park-N-Ride/Transit Center.
The Cap/I-10W project will extend the light rail west from Downtown Phoenix approximately 1.3 miles along Washington Street, then north on 18th Avenue to Van Buren Street. There will be new stations, TPSS buildings, and signal buildings.
Procurement Information
The selections were made using a qualifications-based selection process set forth in section 34-604 of the Arizona Revised Statutes (A.R.S.). In accordance with A.R.S. section 34-604(H); the City may not publicly release information on proposals received or the scoring results until an agreement is awarded. Thirty-one firms submitted proposals and are listed in Attachment A.
Contract Term
The term of each agreement is four years from the issuance of the Notice to Proceed, or when the contract capacity has been expended, whichever occurs first. Work scopes identified and incorporated into the agreements prior to the end of the term may be agreed to by the parties, and work may extend past the termination of the agreement. No additional changes may be executed after the end of the term.
Financial Impact
The agreement value for each on-call material testing services consultant will not exceed $5 million, including all subconsultants and reimbursable costs. The agreement value for each on-call CA&I services consultant will not exceed $5,625,000, including all subconsultant and reimbursable costs.
Funding is available in the Public Transit Department's Capital Improvement Program budget. The Budget and Research Department will review and approve funding availability before issuance of any on-call task order of $100,000 or more. Payments may be made up to agreement limits for all rendered agreement services, which may extend past the agreement termination.
