Description

Request to authorize the City Manager, or the City Manager's designee, to enter into agreements with Trane U.S. Inc. and Arizona Control Specialists, Inc. for Energy Management Control Systems (EMCS) new installations and upgrades in City-owned facilities on an as-needed basis. Further request authorization for the City Controller to disburse all funds related to this item. The total aggregate amount of the agreements will not exceed $10 million.

 

Report

The Public Works Department is responsible for installing, replacing, and upgrading Energy Management Control Systems (EMCS) throughout City-owned facilities. These systems monitor and control energy-consuming equipment, including heating and cooling systems, fans, and pumps, to support efficient building operations and maintain appropriate indoor environmental conditions.

 

The City maintains numerous facilities with aging EMCS infrastructure that require new installations, upgrades, and system replacements to ensure continued reliability, operational efficiency, and occupant comfort. These agreements will provide the City with qualified contractors to perform EMCS-related services on an as-needed basis.

 

Procurement Information

In accordance with Administrative Regulation 3.10, normal competition was waived based on a determination memo citing the unusual nature of the procurement. Trane U.S. Inc. and Arizona Control Specialists, Inc. possess specialized knowledge of the City's existing EMCS infrastructure and have demonstrated the skills, experience, quality, and workmanship necessary to perform system installations and upgrades at City-owned facilities.

 

Contract Term

The agreements will begin on or about August 1, 2026, for a three-year term with two one-year options to extend.

 

Financial Impact

The total aggregate value of the agreements will not exceed $10 million. Funds are available in the Public Works Department's operating and CIP budgets.
