Description

Request to authorize the City Manager, or his designee, to access the City of Mesa Cooperative Contract 2015060 and enter into a contract with Unique Management Services, Inc. to provide debt collection services for the Phoenix Public Library. The aggregate contract value shall not exceed $585,000 (including applicable taxes), with an estimated annual expenditure of $117,000. Further request for the City Controller to disburse all funds related to this item.

Summary

This contract will provide the Phoenix Public Library with debt collection services, including collecting outstanding library fees and fines and promoting the return of overdue library materials. The collection process offered by Unique Management Services, Inc., is designed specifically for libraries that prompts customers to return materials and pay the balance on their library accounts. The threshold amount for delinquent accounts sent to collections will be reduced from $75 to $50 which is common in the library industry. The revised threshold will increase the volume and cost of collection services pursued, as well as increase opportunities for recovery of library fees, fines and materials.

 

Procurement Information

In accordance with Administrative Regulation 3.10, a participating agreement is required when the City uses a cooperative agreement from another public agency. The contract was awarded through a competitive process consistent with the City's procurement processes as set forth in the Phoenix City Code, Chapter 43. Utilization of cooperative agreements allows the City to benefit from national government pricing and volume discounts. The City of Mesa contract covers debt collection services and was awarded on Jan. 12, 2015.

 

Contract Term

The five-year contract term shall begin on or about Jan. 1, 2019.

 

Financial Impact

The aggregate contract value shall not exceed $585,000 (including applicable taxes), with an estimated annual expenditure of $117,000. Funds are available in the Phoenix Public Library budget.
