Description

Request to authorize the City Manager, or his designee, to execute an agreement with Brown and Caldwell, Inc. (Phoenix) to provide well equipment design services to support the Aquifer Storage and Recovery (ASR) Well 303 project. Further request the City Controller to disburse all funds associated with this item.

 

Additionally, request authorization for the City Manager, or his designee, to take all action deemed necessary to execute all utilities-related design and construction agreements, licenses, permits, and requests for utility services related to the development, design, and construction of the project and to include disbursement of funds. Utility services include, but are not limited to: electrical, water, sewer, natural gas, telecommunication, cable television, railroads, and other modes of transportation. This authorization excludes any transaction involving an interest in real property.

Summary

ASR Well 303 is currently in design with drilling and construction scheduled for summer 2017. The expected production capacity is approximately 1,200 to 1,500 gallons per minute (gpm). Water pumped from the well will be used to supplement supplies for potable water customers in northeast Phoenix. During periods of low water demand, the City plans to store surplus potable water in the aquifer by injecting potable water down this well. The anticipated injection rate is 1,200 gpm with an objective of recharging 1,000 to 1,200 acre-feet per year (five to six months of recharge). The goal of recharge is to stabilize water levels in the northeast valley Phoenix aquifer.

 

Brown and Caldwell, Inc. will perform design services to include the well pump and all associated piping necessary to connect it to our existing water distribution system, a de-chlorination system, the electrical components necessary for the well to operate, and to tie into the City’s Supervisory Control and Data Acquisition (SCADA) system so that it is fully automated.

 

Procurement Information

Brown and Caldwell, Inc. was chosen for this project using a qualifications-based selection process according to section 34-603 of the Arizona Revised Statutes (A.R.S.).  Pursuant to A.R.S. Title 34, the City is not to release the scoring of the proposers until a contract has been awarded.  The top three rankings follow:

Contract Term

The term of this contract is estimated to be one year. Contract work scope identified and incorporated into the contract prior to the end of the contract may be agreed to by the parties, and work may extend past the termination of the contract. No additional contract work scope changes may be executed after the end of the contract term.

 

Financial Impact

Brown and Caldwell, Inc.'s fee under the contract will not exceed $456,439.93, which includes all subconsultant and reimburseable costs. Funding is available in the Water Services Department's Capital Improvement Program budget. Contract work scope identified and incorporated into the contract prior to the end of the contract may be agreed to by the parties, and work may extend past the termination for work in progress. No additional contract work scope changes may be executed after the end of the contract term.
