Description
Request to authorize the City Manager, or his designee, to enter into a contract with Proforce Marketing, Inc. doing business as Proforce Law Enforcement for a one-time purchase to provide the Phoenix Police Department with L3 Warrior Systems PVS-31 Night Vision Systems (NVS) in the amount not to exceed $160,000. Further request authorization for the City Controller to disburse all funds related to this item.

Summary
The Tactical Support Bureau, Special Assignments Unit (SAU) is requesting to purchase 12 sets of L3 Warrior Systems PVS-31 NVS to replace aging inventory of night vision systems. The current devices are experiencing breakage and degradation of the image displayed. NVS devices are utilized on many high risk events such as workplace and schools active shooter incidents, hostage rescue incidents, barricaded subjects, and high risk search warrants. L3 Warrior Systems PVS-31 NVS is the exclusive manufacturer of the PSV-31 NSV. This specific model utilizes the newest available technology which will increase service life and compatibility with other systems currently owned by the Police Department.
Procurement Information
In accordance with Administrative Regulation 3.10, normal competition was waived as a result of a Special Circumstance Without Competition Determination Memo citing Proforce Marketing, Inc. doing business as Proforce Law Enforcement as the Dealer of Record (DOR) of the L3 Warrior Systems PVS-31 NVS. The determination memo was completed and approved by the Deputy Finance Director recommending the contract with Proforce Marketing, Inc. doing business as Proforce Law Enforcement be accepted.
Contract Term
The contract will begin on or about Sept. 18, 2019 and end on or about June 30, 2020.
Financial Impact
Expenditure against this one-time contract shall not exceed the amount of $160,000. Funds are available in the Police Department's budget.
