Description
Request to authorize the City Manager or his designee to enter into contracts with Crisis Preparation and Recovery, Inc. and Public Safety Crisis Solutions, LLC to provide critical incident psychological services for the Police Department. Further request to authorize the City Controller to disburse all funds related to this item. The total value of the contracts will not exceed $1,447,147.

Summary
Operational Need: Critical Incident Psychological Services for Police Department Staff
Traumatic events can occur without warning, and the impact on those who respond varies from situation to situation. To support overall employee wellness, the Police Department provides psychological services, which include debriefings and follow-up appointments. The critical incident psychological services include Critical Incident Stress Management debriefs, post-incident appointments and wellness checks.
These contracts support continued access to psychological and mental wellness resources that reinforce public safety by providing services to employees involved in challenging incidents. Through proactive wellness practices, employees receive guidance that helps them manage stress in healthy ways, maintain readiness for duty, and support long-term mental and physical wellness. Proactive care also helps reduce the likelihood of stress-related injuries and supports a healthier, more resilient workforce that benefits both the department and the community.
Procurement Information
A Request for Qualifications procurement was processed in accordance with Administrative Regulation 3.10 to establish a Qualified Vendor List.
Five offerors submitted qualifications and three were deemed to be responsive and responsible. An evaluation committee of City staff evaluated those offers based on the following evaluation criteria:
- Experience and Qualifications - 375 Points
- Method of Approach - 425 Points
- Fee Schedule - 200 Points
After reaching consensus, the evaluation committee recommends award to the following offerors:
- Crisis Preparation and Recovery, Inc.
- Public Safety Crisis Solutions, LLC.
Contract Term
The contracts will begin on or about November 1, 2026, for a five-year term with no options to extend.
Financial Impact
The aggregate contract value will not exceed $1,447,147.
Funding is available in the Police Department's operating budget.
